In compliance with the Fourth Amending Provision of the Organic Law of Public Integrity, the Comptroller General of the State, on July 21, 2025, issued Agreement No. 029-CG-2025, by which the Regulation for the implementation of the mandatory compensation mechanism in favor of the Office of the Comptroller General of the State in the liquidation of contracts was approved.

• The aforementioned Regulation aims to establish the procedure by which contracting entities must withhold, under the figure of compensation, the amounts owed by contractors who have outstanding liabilities with the Office of the Comptroller General of the State.
• An obligation shall be deemed final when it has not been challenged administratively or judicially.

• If they do not have such credentials, the competent authority may request in writing the issuance of the corresponding certificate. The certificate will be valid for seven (7) days.

Until the system is operational, and upon written requests, the National Directorate of Collection and Coercive Measures will issue certifications of pending obligations that are final, after verification with the relevant areas.
